Notice the head on the right hand Sumo wrestler. It appears to be Fukurokuju (one of the seven lucky gods). There isn't enough symbolism to recognize the other wrestler or the judge nor can I associate it with any particular legend.

It appears to be Goto work, although menuki are rarely marked and these follow the norm.
